This matter is taken up through Hybrid Arrangement (Virtual/Physical Mode).

Heard learned counsel for the Petitioner as well as learned counsel for the State.

The writ petition has been filed by the Petitioner with the following prayer:

"It is, therefore, most respectfully prayed that your Lordship may graciously be pleased to admit this writ application and issue Rule NISI to the Opposite Parties to show cause as to why they shall not be directed to consider the case of the petitioner for promotion to the post of Joint Director of Textiles within a stipulated period.

And on their failing to show cause or showing insufficient cause, the said Rule be made absolute; And pass such further order(s) as may be deemed fit and proper;

And for this act of kindness, the petitioner shall as in duty bound, ever pray."

Learned counsel for the Petitioner submits that ventilating his grievance, Petitioner has filed a representation before the Commissioner-cum-Secretary to Govt., Handloom, Textiles and Handicraft Department, Bhubaneswar, Opposite Party No.1, dated 10.04.2022 under Annexure-5, which is stated to be pending before the Authority for consideration.

Considering the limited nature of grievance and considering the facts and circumstances of the case, this Court directs the Commissioner-cum-Secretary to Govt., Handloom, Textiles and Handicraft Department, Bhubaneswar, Opposite Party No.1 to consider the representation of the Petitioner dated 10.04.2022 (Annexure-5) within a period of two months from the date of receipt of certified copy of this order, strictly in accordance with law, by passing a speaking and reasoned order. Decision so taken be communicated to the Petitioner within a period of two weeks thereafter.

With the above direction, the writ petition stands disposed of.

Issue urgent certified copy of this order on proper application.
