Petitioner even though raises so many grounds unable to file appeal memorandum to establish such grounds existed for consideration of the appellate authority nor in a position to produce the copy of the memorandum of appeal. This is an application pending since 2004. In the circumstance, this Court finds the ground raised in the application involving a disciplinary proceeding issue appears to be surprised not available to be considered by this Court. Consequently, the application stands dismissed only on this ground.
