Heard Mr. A.C. Behera, learned counsel for the petitioners and Mr. D.K. Mohanty, learned Additional Standing Counsel. 2.

According to Mr. Behera, the petitioners, who happen to be various schools functioning under the S.T. & S.C. Development Department are aggrieved by the new guidelines dated 03.11.2021 issued by the said department under Annexure-4 laying down the new procedure for supply of school uniforms, vegetables, groceries, toiletries and poultry items through Self Help Groups.

Mr. D.K. Mohanty, learned Additional Standing Counsel submits that if the petitioners have any grievance against the guidelines dated 03.11.2021 issued by the S.T. & S.C. Development Department, under Annexure-4, they should have approached the opposite party No.1 instead of rushing to this Court.

In such background, Mr. Behera submits that liberty may be granted to the petitioners to move the opposite party No.1 in

// 2 // the matter by filing a representation and the said opposite party be directed to take a decision on such representation within a specific time period.

Considering the submissions made and without expressing any opinion on the merits of the case, this Court grants liberty to the petitioners to file representation before the opposite party No.1 within a period of two weeks from today through registered post. In the event, such a representation is filed along with a copy of this order, the opposite party No.1 is directed to take a decision on the same in accordance with law within a period of six weeks from the date of receipt of such representation and communicate the result of such exercise to the petitioners.

Accordingly, this writ petition is disposed of. 7.

Urgent certified copy of this order be granted on proper application.
