This matter is taken up through Hybrid arrangement (video conferencing/physical mode). Heard learned counsel for the Petitioner and learned Additional Government Advocate.
This writ petition has been filed by the Petitioner with the following prayer:- "It is therefore, humbly prayed that this Hon'ble Court may graciously be pleased to admit the writ petition, issue a writ of mandamus directing the Opposite Party No.2 to consider the representation of the petitioner forthwith and to extend the benefits thereof in terms of Office Memorandum dtd.
27.04.2021 & 31.12.2021 for the work "Construction of Bridge over Gobakund Cut at
// 2 // its off taking point near village Gobakund under NABARD Assistance (RIDF-XXIV)" to secure ends of justice."
Learned counsel for the Petitioner submits that the representations dated 17.12.2021, 27.12.2021, 19.01.2022 and 12.02.2022 under Annexure-5 series have been submitted before the Superintending Engineer, Puri Irrigation Division, Puri (Opposite Party No.2) regarding construction of Bridge over Gabakund Cut at its off taking point near village Gabakund under NABARD Assistance RIDF-XXIV vide Agreement No. 108P1/18-19-Release of differential Security deposit, which have not yet been considered and direction may be issued to the said Opposite Party to consider and dispose of after giving opportunity of hearing to the Petitioner.
Learned counsel for the State submits that the Petitioner is not entitled for the relief as prayed for and therefore, the representations filed by the Petitioner are totally misconceived.
Be that as it may, if the said representations under Annexure-5 series are pending before the Opposite Party Nos. 3 & 4, the same shall be considered and disposed of in accordance with law within a period of four weeks from the date of production of certified copy of this order after giving an opportunity of hearing to the Petitioner and communicate the result of such

Urgent certified copy of this order be granted on proper application.
