There is a serious allegation in this writ petition relating to the Order No.
action of the public authority to the effect that for the lease out of the tanks in the locality for "Pisci Culture" purpose, People involved normally makes attempt to make the tanks worthy in the growth of the fish reared therein. Petitioner alleged, in the event all tanks available in the locality are auctioned for "Pisci Culture", for non-availability of any other source of water either for bathing, cooking and drinking as well, there is tremendous difficulty with the local people. Petitioner specifically alleged that all tanks available in the village are likely to be auctioned. It is alleged that in this situation the villagers involved are unable to get a drop of clean water for their personal use or otherwise and Public Authority is unable to appreciate this aspect. This Court takes serious cognizance of the allegation. It is quite normal that in the remote area like that of the present area, the tank water is the only source for the livelihood of the inhabitants there. Keeping in view the
// 2 // serious allegation and since the request of the Villagers including the Petitioner vide Annexure-1 (series) is still pending before the Collector, Bolangir, this Court instead of keeping such matter pending and to avoid spoil of time, directs the Collector, Bolangir to look into the serious allegation of the Villagers including the Petitioner and pass appropriate order in the matter of reservation of at least one of the tank for the convenience of the local people. There shall also be involvement of an on spot enquiry in the decision process. 2.
The entire exercise shall be completed within a period of one month from the date of communication of an authenticated copy of this order by the Petitioner.

The writ petition stands disposed of with the above direction. 4.
Free copy of this order be handed over to the learned State Counsel for necessary communication.
