It is on the premises that the petitioner suffered on account of Order No.

COVID obstruction and in the process could not able to catch the fish within the time involved herein. Even though three years time period has elapsed, the petitioner through the writ petition makes a request for a direction to the Panchayat Executive Officer, Gobindapur Grama Panchayat to allow the petitioner till the end of 2022 at least. This Court finds the term involving time involved has expired in June, 2022. For the petitioner having COVID reason instead of entertaining the writ petition here, this Court permits the petitioner to make an approach to the competent authority by way of a representation indicating his difficulty in operating the tank involved during the lease period at least within a period of ten days hence. In the event there is no further lease after expiry of the lease period, the competent authority shall do well in taking a reasonable view taking into account the reason shown by the petitioner for extension of time involved. Such representation, if made, decision as appropriate shall also be taken within a period of three weeks thereafter.
