1. There is an inordinate delay of 1041 days in filing the writ appeal which has not been properly explained. Hence, the Court is not satisfied with the explanation offered by learned counsel appearing for the Appellant. Accordingly, the delay is not condoned. The application for condonation of delay is dismissed.

2. Leaving the question of law open for decision in some other appropriate case, the present writ appeal is dismissed on the ground of delay.
