None appears for the petitioner at the time of call. 3.

Perused the record. It appears that the petitioner has filed this writ petition on 20.09.2016 challenging the orders dated 19.12.2014 and 24.06.2015 passed by the Orissa Administrative Tribunal in O.A. No.3133 of 2012 and O.A. No.751 (C) of 2015 respectively after lapse of near about 2 years. Thereby, the writ petition suffers from delay and laches. More so, when the matter was listed on 24.11.2016, none had appeared for the petitioner and this Court directed to remove the defects pointed out by the Stamp Reporter within a week, failing which the writ petition shall stand dismissed without further reference to the Bench, but till date such defects have not been removed.

In view of such position, this Court is not inclined to entertain this writ petition at this belated stage, as the writ petition suffers from delay and laches, in view of the judgment/order of this Court in the case of State of Odisha v. Surama Manjari Das (W.P.(C) No. 15763 of 2021 dismissed on 16.07.2021).

Accordingly, the writ petition merits no consideration and the same is hereby dismissed.
