1. The Petitioner's representation shall be examined by Collector, Cuttack and after issuing notices to the Petitioner as well as Opposite Party Nos.4 & 5 and after giving them a hearing, a reasoned order shall be passed not later than 17th October, 2022. The said order shall be made available to the parties within a week thereafter. It is clarified that this Court has not expressed any opinion on the merit of the case.

2. The writ petition is disposed of in the above terms.
