Through Annexure-3 the Petitioner establishes to have submitted a complaint before the Collector, Jajpur for considering the grievance involved therein under the provision of Section 26 of the Odisha Gram Panchayat Act.

On perusal of the provision it becomes clear that the Collector on receipt of a complaint shall suo motu register the complaint as proceeding U/s.26 of the Odisha Gram Panchayat Act and shall undertake such exercise. Without entering into any such controversies at this stage, however finding that the Collector, Jajpur has the authority to undertake such exercise, this Court in disposal of the writ petition directs, in the event the Collector, Jajpur has received any such complaint vide Annexure-3 from the Petitioner, the Collector, Jajpur shall undertake the exercise U/s.26 of the Odisha Gram Panchayat Act also involving the parties likely to be affected and complete the entire exercise within a period of four

The writ petition stands disposed of with the above observation & direction.
