It is agreed by learned Counsel for the Parties that the issue involved in this Writ Petition is analogous to W.P.(C) No. 15518 of 2022 (Bhagyaban Sahu V. State of Odisha and Ors), which has been dismissed by this Court, vide order dated 23.12.2022. 4.
