1. The Petitioner's representation will be examined by the Principal Secretary, Commerce & Transport Department (Opposite Party No.3) and after hearing the Petitioner, an order be passed thereon not later than 15th September, 2022 and the date of hearing the Petitioner should be intimated to him at least seven days in advance. The Court clarifies that it has not expressed any opinion on the merits of the case. Copy of the order be communicated to the Principal Secretary by counsel for the Opposite Parties.

2. The writ petition is disposed of in the above terms.
