This matter is taken up through hybrid mode.

The Petitioner in this writ petition prays for a direction for transfer of the ownership of the vehicle bearing Registration No. OD-09-T-9399 (Truck) in her name.

Mr. Panda, learned counsel submits that the Petitioner purchased the vehicle from the Financer, namely, Indusind Bank Ltd., Keonjhar Branch, Keonjhar in an auction sale. She has already paid the auction amount and NOC has already been issued in her name. But the R.T.O., Keonjhar is not taking any step to transfer the ownership of the vehicle in her name. She, therefore, has filed this writ petition for the aforesaid relief. 4.
Mr. Behera, learned Standing Counsel for the Transport Department submits that the Petitioner has to make an application in proper format to the R.T.O., Keonjhar enclosing relevant documents for transfer of the ownership of the vehicle in her name along with tax and penalty due to the said vehicle as

Considering the submissions made by learned counsel for the parties, this Court without expressing any opinion on the merits of the case disposes of this writ petition with a direction that in the event the Petitioner makes an application for transfer of the ownership of the vehicle in proper format complete in all respect by depositing tax and penalty due to the said vehicle within a period of ten days hence, the R.T.O., Keonjhar-Opposite Party No.1 shall do well to take steps for transfer of the ownership of the vehicle in the name of the Petitioner, if there is no legal impediment.
