1. This matter is taken up through hybrid arrangement.
2. Heard.
3. In this Writ Petition, the petitioner has challenged the action of the opposite parties in not considering his case for appointment under the Rehabilitation Assistance Scheme as per the Orissa Civil Service (Rehabilitation Assistance) Rules, 1990.
4. Learned counsel for the petitioner submits that the father of the petitioner was serving as Junior Librarian in Rimuli College, Rimuli since 11.01.1983. While he was serving as such, he passed away on 01.07.2015. After the
// 2 // death of his father, the petitioner had applied for appointment under the Rehabilitation Assistance Scheme as per the Orissa Civil Service (Rehabilitation Assistance) Rules, 1990. He also requested the Principal-cumSecretary, Rimuli College, Rimuli to submit the form to the Collector, Keonjhar for issuance of Distress Certificate on 70.09.015. Principal-cum-Secretary, Rimuli College, Rimuli vide letter dated 09.09.2015 requested the Collector, Keonjhar for issuance of Distress Certificate in favour of the petitioner.

Since seven years have elapsed in the meantime, the petitioner is directed to apply for issuance of Distress Certificate afresh to the Collector, Keonjhar through the Principal-cum-Secretary, Rimuli College, Rimuli and on such event, the Collector, Keonjhar shall issue the Distress Certificate within a period of one month from the date of receipt of forwarding letter of the Principalcum-Secretary, Rimuli College, Rimuli. It is relevant to mention here that since the petitioner had applied in the year 2015, the Collector, Keonjhar will consider case of the petitioner for issuance of such Distress Certificate as per law.
6. Accordingly, this Writ Petition is disposed of.
