This matter is taken up through hybrid arrangement (virtual/physical mode).

Heard learned counsel for the Petitioner as well as learned counsel for the State.

The Writ Petition has been filed by the Petitioner with the following prayer:

"In the premises therefore, it is humbly prayed that, the Hon'ble Court may graciously be pleased direct the Opp. Party No.1 to issue promotion to issue promotion order in favour of the Petitioner to the post of Sub-Divisional Social Security Officer (SSSO) w.e.f. 22.06.2021 with all service and financial benefits at par with his junior private Opp. Party No.5; And pass such other further order/s as appear just; And for which act of kindness, the Petitioner as in duty bound shall ever pray."

4. Learned counsel for the Petitioner submits that ventilating his grievance, Petitioner has filed a representation before the,

// 2 // Commissioner-cum-Secretary to Govt. of Odisha, Department of Social Security and Empower of persons with Disabilities, Odisha Secretariat, Bhubaneswar, Opposite Party No.1, dated 08.07.2021 under Annexure-5, which according to the Petitioner is pending before the Authority for consideration.

Considering the limited nature of grievance and considering the facts and circumstances of the case, this Court directs the Commissioner-cum-Secretary to Govt. of Odisha, Department of Social Security and Empower of persons with Disabilities, Odisha Secretariat, Bhubaneswar, Opposite Party No.1 to consider the representation of the Petitioner dated 08.07.2021 (Annexure-5) within a period of four weeks from the date of receipt of certified copy of this order, strictly in accordance with law by passing a speaking and reasoned order. Decision so taken be communicated to the Petitioner within a period of two weeks thereafter.

6. With the above direction, the Writ Petition stands disposed of.
