1. This matter is taken up through hybrid arrangement.

2. Heard.

3. In this Writ Petition, the petitioner was serving as an Assistant Teacher seeking for direction from this Court to the Opposite Parties to granting promotion against the post of Headmistress. But for the continuation of the Departmental Proceedings under Rule 16 of the OCS(CCA) Rule 1962 her promotion is not taking place.

4. In view of such matter, the Block Education Officer, Badachana, Jajpur/Opposite Party No.4 is directed to complete the departmental proceedings within a period of 45 days when the petitioner is left with few months of retirement. Accordingly, the said authority is directed to
