1. For the reasons stated therein, the application is allowed. Consequently, the order dated 1st November, 2022 passed in the present review petition is recalled and the review petition is restored to file.

3. Learned counsel appearing for the original writ Petitioner admits before the Court that the review Petitioners ought to have been heard in the main writ petition and that they were left out by mistake. He admits that the review Petitioners were in fact
interveners before the Tribunal and when the order of the Tribunal was challenged by the present writ Petitioners, they made a mistake by not impleading the present Petitioners as Opposite Parties.
4. In view of the above statements, the Court reviews the order dated 1st September, 2016 and restores the writ petition i.e. W.P.(C) No.11218 of 2015 to file.
