Petitioner I this writ petition prays for a direction for issuance of No Objection Certificate (NOC) for change of address in respect of vehicle No.OD-16-C-5763 (Bus).

Mr. Sarangi, learned counsel for the Petitioner submits that the Petitioner is a resident of Bhadrak district, but the vehicle in question has been registered under the RTO, SundargarhOpposite Party No.1. For getting a NOC for change of address, the Petitioner made an application depositing requisite fee under Annexure-2. It is submitted that no action on his application has yet been taken by the RTO, Sundargarh. He, therefore, prays for a direction to Opposite Party No.1 to take a decision on his application at an early date and issue the required NOC in accordance with law.

Mr. Behera, learned Standing Counsel for the Transport Department submits that he has no instruction in the matter. However, if any application for change of address is pending
// 2 // before RTO, Sundargarh he may take a decision on the same in accordance with law and communicate the same to the Petitioner. 5.
In view of the submissions made by learned counsel for the parties, this Court, without expressing any opinion on the submission of learned counsel for the parties, disposes of the writ petition with a direction to the RTO, Sundagarh-Opposite Party No.1 to take a decision on the application of the Petitioner for grant of NOC for change of address in respect of vehicle bearing registration No. OD-16-C-5763 (Bus) as expeditiously as possible, preferably within a period of fifteen days from the date of production of certified copy of this order in accordance with law, if the same is still pending.
Issue urgent certified copy of the order on proper application and on removal of defect No.7.
