1. This matter is taken up through hybrid arrangement.

2. Heard.

3. In this case, the petitioner challenges the action of the opposite parties more particularly the opposite party No.7- Block Education Officer, Ranapur, in the district of Nayagarh so also the higher authorities informing him time and again to establish the genuineness of his original HSC Certificate and Mark sheet, original +2 Certificate and Mark sheet, original CT Certificate and Mark sheet

// 2 // on the fake allegation made by a person of different names.

4. Learned counsel for the petitioner submits that the order dated 22.06.2022 passed by the opposite party No.7- Block Education Officer, Ranapur, in the district of Nayagarh instructing the petitioner to submit the original HSC Certificate and Mark sheet, original +2 Certificate and Mark sheet, Original CT Certificate and Mark sheet is without jurisdiction, since the opposite party No.7- Block Education Officer, Ranapur has no jurisdiction over the school of the present petitioner. He further submits that the appropriate authority is the opposite party No.4Collector and District Magistrate, Nayagarh who has the authority to verify the genuineness of the documents of the petitioner in case of any doubt in the genuineness.

Since the opposite party No.4- Collector and District Magistrate, Nayagarh is the appropriate authority to establish the genuineness of the aforesaid Certificates of the petitioner, let the petitioner produce the aforesaid Certificates before the opposite party No.4- Collector and District Magistrate, Nayagarh within a period of fifteen days from today. On such event, the opposite party No.4Collector and District Magistrate, Nayagarh shall verify

// 3 // the same and take appropriate action. The said verification exercise be over within a period of forty-five days from the date of production of a certified copy of this order along with a copy of this Writ Petition.

6. In the meantime, no coercive action shall be taken against the petitioner till verification of his certificates is completed.

7. Accordingly, this Writ Petition is disposed of.

8. Urgent certified copy of this order be granted on proper application.
