1. This revision petition was admitted on 17th July, 2009 and the following question was framed for consideration. "Whether publication of the Notification in the Orissa Gazette can be made effective from the date of its printing or the date it is made available to the public."

2. In view of the decision of the Supreme Court of India Union of India v. Ganesh Das Bhojraj (2000) 9 SCC 461, the position is clear that the notification comes into force on the date it is printed in the Official Gazette and not in the date on which it is made available to the public. The question is accordingly answered in the affirmative by holding that publication of notification of the Orissa Gazette can be made effective from the date of its printing.
