As it appears by efflux of time, the relief sought for by the petitioner has become infructuous.

However, in course of hearing, Mr. K.P. Mishra, learned counsel for the petitioner submits that the petitioner may be permitted to approach the authority by filing a representation, if any cause of action still survives.

In view of the above, in case the petitioner approaches the authorities by filing a representation, in case any cause of action still survives, the same shall be considered and appropriate order shall be passed by the authority, in accordance with law. 5.
