Heard learned counsel for the Parties.

It appears, in the first round of litigation, this Court in disposal of the Writ Petition vide W.P.(C) No.13309 of 2019 directed as follows:- "None appears for the petitioner.
By way of this writ petition, the petitioner has prayed for issuance of a direction to the opposite parties to pay the dues of the petitioner amounting to Rs.27,18,818/- with interest @ 12% from the date of supply till the date of payment.
Considering the averments made in the writ petition and without expressing any opinion on the merits of the case, we direct opposite party no.2Collector, Keonjhar to consider and dispose of the representation dated 09.10.2018 at Annexure-4 made by the petitioner, in accordance with law, within a period of four weeks from the date of receipt of copy of this order, if such representation is still pending.
With aforesaid observation and direction, the writ petition stands disposed of.

Taking this Court to the documents at Annexure-3 learned counsel for the Petitioner alleged that even though a proceeding in terms of the direction of this Court in the above noted writ petition has been initiated by the Addl. P.D. (Admn.)-cum-P.I.O, DRDA, Keonjhar and then the proceeding is undertaken by the Collector, Keonjhar, but such proceeding is yet to be concluded.

Considering that there is unnecessary pendency of such proceeding, this Court in disposal of the writ petition directs the Collector, Konjhar to conclude the proceeding initiated following the direction of the Court in W.P.(C) No.13309 of 2019, at least within a period of two months from the date of communication of an authenticated copy of this order by the Petitioner, but however, providing opportunity of hearing to the parties likely to be affected.
