This matter is taken up through hybrid mode.

This writ petition has been filed with a prayer to direct the Opposite Parties to grant permanent permit to the stage carriage of the Petitioner bearing Registration No.OD-02-Z-6757 (Bus) for inter-state route from Angul to Khejuri (West Bengal). 3.

Mr. Mohanty, learned counsel submits that although the Petitioner made an application to the State Transport Authority, Odisha, Cuttack for grant of permanent permit to the stage carriage of the Petitioner for the aforesaid route, but no action has yet been taken on the same. There is no bar to consider a single application without waiting from any other competitive operator. Hence, there cannot be legal impediment to consider the aforesaid application of the Petitioner, which is complete in all respect. 4.

Mr. Behera, learned Standing Counsel for the Transport Department submits that the application of the Petitioner for grant of permanent permit is to be considered by the committee of the State Transport Authority constituted for that purpose. If a direction is

// 2 // made to that effect, his application can be considered on the next date of meeting of the committee of State Transport Authority. 5.

Taking into consideration the submissions made by learned counsel for the parties, this Court disposes of this writ petition with a direction that on production of certified copy of this order within a period of one week hence, the application of the Petitioner for grant of permanent permit in respect of the vehicle bearing Registration No.OD-02-Z-6757 (Bus) for inter-state route from Angul to Khejuri (West Bengal) shall be processed for consideration by the committee of State Transport Authority, Odisha, Cuttack-Opposite Party No.2 in its next meeting. It is further observed that arrangement should be made to convene the meeting of the committee at an early date. Urgent certified copy of this order be granted on proper application.
