1. This matter is taken up through hybrid arrangement.
2. Heard.
3. Learned counsel for the petitioner submits that the petitioner is a retired Headmaster-In-Charge of City High School, Berhampur. He was placed under suspension vide order dated 12.01.2011 issued by the erstwhile District Inspector of Schools, Ganjam because of his detention in judicial custody in connection with Berhampur P.S. Case No.03 of 2011. He was again reinstated in service on 22.12.2012. Because of such suspension, the annual increment of the petitioner was held up. He further submits that proceeding was initiated against him when he was in service. Such proceeding was
// 2 // started during the period of his suspension. During his service period, he had filed several representations before the authority. But those representations are still with the authority crying for disposal. Attention is being drawn to the representation under Annexure-2 filed on 13.09.2021. But neither there is proof of any dispatch nor does it reflect any receipt of the counter of the office of the authority which enfeeble the claim of the petitioner regarding presentation of the representation before the authority.
4. Hence, liberty is granted to the petitioner to file a fresh representation before the authority ventilating his grievance within a period of one week from today. In such event, the authority shall dispose of such representation to be filed by the petitioner not later than 30th of August, 2022.
