1. The Petitioners' representation dated 27th June, 2022 (Annexure-3) be examined by the Collector and District Magistrate, Bhadrak (Opposite Party No.4) and after giving notice to the Petitioners as well as the representatives of National Highways Authority of India and Bhadrak Municipality, a reasoned order shall be passed thereon not later than 1st November, 2022 and the decision be made available to the parties within a week thereafter.

2. The Court clarifies that it has not expressed any opinion on the merits of the case of the Petitioners.
