This matter is taken up through Hybrid Arrangement (Virtual /Physical Mode).

Heard learned counsel for the Petitioners and learned Additional Government Advocate.

The Petitioner has filed the present writ application with the following prayer:
" The Petitioner, therefore, prays that this Hon'ble Court may graciously be pleased to issue Rule Nisi, calling upon the Opp.Parties, to show cause as to why a writ of certiorari or any other appropriate writ/writs shall not be issued.
i) To direct the opposite Party Nos.2,3 & 4 to release the cost of the paddy along with interest to the Petitioner vide Annexure-1.
ii) If the opp.parties fail to show cause or to show sufficient cause, to make the said Rule absolute and;
iii) To pass such other order or orders and to issue such other writ or writs, as would afford complete relief to the Petitioner."

It is submitted by the learned counsel for the Petitioner that
// 2 // although the paddy, which has been procured by the agency has been lifted from the godown of the petitioner, however, he has not been paid the purchased price till date. It is further submitted by the learned counsel for the Petitioner that ventilating his grievance, the Petitioner has filed a representation dated 18.07.2022 under Annexue-2 bore the Collector, Bhadrak-Opposite Party No.2 and the same is still pending and the said Opposite Party has not taken any decision as of now.

Considering the submissions made by the Petitioner, the limited nature of grievance involved in the present writ petition keeping in view the case of the Petitioner, this Court disposes of the writ petition at the stage of admission with a direction to the Petitioner to file a fresh comprehensive representation before the Secretary-cum-Purchasing Officer, NAAMI Service Co-operative Society (NAAMI SCS), Bhadrak and in the event such a representation is filed within two weeks from today, it is further directed that the Secretary-cum-Purchasing Officer, NAAMI Service Co-operative Society (NAAMI SCS) Bhadrak shall do well to look into the grievance of the Petitioner and take a decision on the comprehensive representation of the Petitioner in accordance with law within a period of four weeks from the date of production of certified copy of this order.
It is needless to mention here that the comprehensive representation of the Petitioner shall be considered and disposed of by passing a speaking and reasoned order. Further, it is directed that in the event any amount is found to be payable to the Petitioner, the same be paid to the Petitioner within four weeks from the date of taking a decision on the representation of the Petitioner.
