1. The removal order was passed on 10th November, 1989 and the Appellant choose to file a memorial before the Chairman of the OSRTC only in 2006 i.e. 17 years after the order was passed. It was obviously barred by laches. After the Chairman dismissed his representation, Writ Petition (Civil) No.8971 of 2008 was filed which has been rejected by the learned Single Judge on 22nd September, 2015 again on the ground of delay.
2. Indeed there is no valid explanation why the Appellant slept over matter and approached the Chairman with a representation only 17 years after the order of removal. With the delay not being satisfactorily explained, the learned Single Judge cannot be faulted for declining to interfere with the impugned order. The appeal is accordingly dismissed. (Dr. S.
