Heard learned counsel for the Parties.

Two extra copies of the brief be served on learned State Counsel by 16.03.2023.

This Writ Petition involves the following prayer:- "Under these circumstances, the Petitioner prays that Your Lordships' may graciously be pleased to admit this Writ Application and direct the Opp. Party authorities to dispose of the Mutation application No.51/2006 filed by the Petitioners as per the directions passed by the this Hon'ble High Court and subsequently in the decree passed by learned Civil Court, Rourkela in T.S. No.35/1995, within a stipulated time as expeditiously as possible. And further, be pleased to pass any other order(s) or direction(s) as would be deemed fit and proper to grant justice to the Petitioner and to allow the Writ Application with cost throughout.
And for which act of kindness, the Petitioner as in duty bound, shall ever pray."

Considering the innocuous prayer involved herein, this Court while disposing of the Writ Petition directs the authority concerned to
// 2 // dispose of the Mutation Application No.51 of 2006 at least within a period of two and half months from the date of communication of this order by the Petitioner. In the event notice to the Opposite Party has not been completed, notice to such Party be issued by special messenger but at the cost of the Petitioner.
