1. The CONTC is restored in view of the order passed today in Order No.
CMAPL No.23 of 2017.
2. The grievance of the present petitioner is that the order passed by this Court on 17th January, 2011 in W.P.(C) No.12012 of 2009 has not yet been implemented.
3. Considering that more than eleven years have elapsed, the direction is issued once again to the present Collector, Keonjhar, who positively comply with the said order on or before 1st February, 2023.
4. A copy of this order be communicated to the Collector, Keonjhar forthwith by the Registry for compliance. The Court also permits the
petitioner to appear before the Collector, Keonjhar along with a downloaded copy of this order on 2nd January, 2023 for the above purpose.
