None appears for the petitioner at the time of call. 3.

The petitioner has filed the present writ application seeking direction to the NAC authorities to show its cause as to how opp. party No.5 who is nonetheless but the brother of the sitting Chairman is operating the hoarding sports coming within the limits of NAC, Nayagarh and operating the Biju Pattnaik Kalyan Mandap. 4.

It appears that the petitioner has filed this writ application challenging a tender call notice from NAC, Nayagarh with regard to operating hoarding and Biju Pattnaik Kalayan Mandap. But on perusal of the record, it appears that pursuant to advertisement under Annexure-1, the petitioner has participated in the tender process, but having failed, he has approached this Court by filing the present writ petition.

In such view of the matter, this Court is not inclined to entertain the writ petition.
