Heard Mr. J. Samantray, learned counsel for the petitioner and Mr. D.K. Mohanty, Learned Additional Standing Counsel. 2.

According to Mr. Samantray, the grievance of the petitioner in this case pertains to non-registration of his complaint dated 24.05.2022 under Annexure-1 Series as F.I.R. by the I.I.C., Gadisagada Police Station (Opposite Party No.4) though the same reveals commission of cognizable offences. Despite receipt of complaint under Annexure-1 Series, when nothing was done by Opposite Party No.4, a copy of the said complaint was sent to the said Opposite Party through Speed Post on 26.05.2022. 3.

During course of hearing, Mr. Samantray submits that liberty may be granted to the petitioner to approach the Superintendent of Police, Puri (Opposite Party No.3) by filing a grievance petition and further prays that the said Opposite Party be directed to take a decision on such motion within a stipulated time period.

Considering the submissions made and without expressing any opinion on the merits of the case, this Court grants liberty to the petitioner to approach the Superintendent of Police, Puri (Opposite Party No.3) by filing a grievance petition of the petitioner along with a certified copy of this order through Registered Post within a period of two weeks. In the event, such grievance petition of the petitioner is filed before the Opposite Party No.3, the said Opposite Party is directed to take a decision on the same in accordance with law keeping in the mind the decision of the Supreme Court in the case of Lalita Kumari v. Govt. of U.P. & Others reported in AIR 2014 SC 187 within a period of four weeks from the date of receiving of such grievance petition and communicate the results of such exercise to the petitioner.

The CRLMP is accordingly disposed of.
