This matter is taken up through hybrid mode.

This writ petition has been filed with the following prayer:
"The Petitioner, therefore, prays that your Lordships would graciously be pleased to admit this writ petition and after hearing the parties issue Rule Nisi calling upon the O.P.1 to show cause as to why the profile observation and/or scrutiny of the candidates submitted their respective candidatures through open advertisement is not made over to the public domain and as to why the scrutiny procedure adopted by the High Level Scrutiny Committee shall not be considered to a subjective and influenced and showing their no cause or insufficient cause make the Rule absolute;
And be pleased to quash the recommendation of the Op. 2 & 3 for their appointment as State Information Commissioner;
And pass any other and/or further order/orders as deemed fit and proper under the circumstances of the case;
And for this act of kindness the petitioner as in duty bound shall for ever pray."

Mr. Dash, learned counsel for the Odisha Information Commission submits that the Opposite Party No.2 has died in the meantime and Opposite Party No.3 has already retired. In that view of the matter, the prayer made in this writ petition has become infructuous.

In view of the above, this writ petition is disposed of as infructuous.
Urgent certified copy of this order be granted on proper application.
