Looking to the nature of grievance involved herein, this Court finds, no letter to the competent authority will work-out the request of the Petitioner. This Court, therefore, declines to entertain the Writ Petition. However, it is made clear that if the Petitioner is so advised, may approach the competent authority under appropriate form and provision of law.
