1. There is inordinate delay of 517 days in filing the present application. It appears that no application has been filed seeking condonation of delay.

2. The date chart handed over in Court as explanation for the delay only states that the matter could not be followed up due to change of Standing Counsel. Further, the explanation offered in the application is totally unsatisfactory and not convincing.

3. Following the decisions of the Supreme Court in Chief Post Master General v. Living Media India Ltd. (2012) 3 SCC 563 and State of Madhya Pradesh v.
