Referring to the pleadings made in this writ petition and the development taken place through the order at Annexure-7 particularly involving non-release of the bills of the Petitioner, Mr. Parida, learned counsel for Petitioner contended that taking note of the complaint of the Petitioner in the matter of release of bills upon execution of certain works, the Collector, Balasore has already come to observe that there has been detail finding given by the A.E.E/J.E., and the B.D.O, Bahanga has issued instructions to the Sarapanch & P.E.O as per the Gram Panchayat to make payment of bills to the executants. Even then also there is no payment. In the next paragraph also the Collector has also come to observe that there has been also further instructions in the matter of payment of bills.

Considering that there is unnecessary obstructions in releasing bills in spite of letter of the Collector vide Annexure-7, this Court in disposal of the writ petition directs the B.D.O, BahangaO.P.6 to release the admitted dues in respect of pending bills of the Petitioner also keeping in view the observation made by the Collector, Balasore at Annexure-7, within a period of one month from the date of communication of an authenticated copy of this order by the Petitioner.

With the aforesaid direction the writ petition stands disposed of.
