Heard Mr. C.R. Lenka, learned Counsel for the Petitioner and Mr. P.K. Parhi, learned Asst. solicitor General of India for the Opposite Parties-Union of India.

After advancing some arguments, Mr. C.R. Lenka, learned Counsel for the Petitioner made a prayer that the petitioner may be permitted to withdraw the Writ Petition with liberty to file a fresh Writ Petition with better particulars.
