1. For the reasons stated, the delay in filing the writ appeal is condoned. The Misc. Case is allowed.

2. The impugned order dated 27th November 2015 of the learned Single Judge in OJC No.5515 of 1999 was passed in a writ petition which was by way of public interest litigation (PIL). Even as per the roster on the relevant date, PIL matters were to be heard only by a Division Bench. It could not have been entertained at all by a learned Single Judge.

3. On that short ground, the impugned order dated 27th November 2015 is hereby set aside. The appeal is allowed with no order as to costs. Issue urgent certified copy of this order as per rules. (Dr. S. Muralidhar) Chief Justice (Chittaranjan Dash) Judge S.K. Guin
