This matter is taken up through video conferencing mode. 2.

Heard Mr. B.K. Sharma, learned counsel for the petitioner. 3.

The petitioner files this writ petition seeking direction to the opposite parties to accept the joining report of the petitioner at Betanoti Unit of L.E.U.

Learned counsel for the State contended that though the transfer order was passed on 08.12.1995, the petitioner approached the Tribunal only in the year 2008, i.e. after 13 years. Therefore, it is contended that the writ petition is not maintainable.

In that view of the matter, this matter stands disposed of giving liberty to the petitioner to pursue his remedy before the appropriate forum, if any cause of action still survives. 6.

As the restrictions due to resurgence of COVID-19 situation are continuing, learned counsel for the parties may utilize a print out of the order available in the High Court's website, at par with certified copy, subject to attestation by the concerned advocate, in the manner prescribed, vide Court's Notice No.4587 dated 25th March, 2020, as modified by Court's notice no. 4798 dated 15th April, 2021.
