1. The Petitioners' representation at Annexure-8, 9 and 10 shall be examined by the Collector, Bhadrak and after issuing notice to the Petitioners and Opposite Party Nos.3 and 4 and giving them a hearing, the Collector shall pass a reasoned order thereon not later than 1st December 2022, and copy of such order shall be made available to the parties within a week thereafter. The Court clarifies that it has not expressed any view in the matter.

2. The writ petition is disposed of in the above terms.
