This matter is taken up through Video Conferencing Mode. 2.
Heard Mr. S.N. Satapathy, learned counsel for the petitioner and Mr. S.S. Kanungo, learned Additional Government Advocate. 3.
According to Mr. Satapathy, the petitioner is aggrieved by inaction of the authorities in paying compensation for acquisition of his land for the development of office of the Commandant, 4th I.R. Battalion, Bamparada (opposite party no.3) though he is entitled to the same under law. During course of hearing, he submits that liberty may be granted to the petitioner to file a grievance petition before the Collector, Deogarh (opposite party no.2) for redressal of his grievances and further prays that a direction be given to the said opposite party to take a decision on such petition within a stipulated time period.

Considering the submissions made and without expressing any opinion on the merits of the case, this Court grants liberty to the petitioner to approach the Collector, Deogarh (opposite party no.2) by filing a grievance petition along with copy of this order through Registered Post within a period of three weeks. In the event such petition is received
// 2 // by opposite party no.2, he/she is directed to take a decision on the same in accordance with law within a period of three months and communicate the result of such exercise to the petitioner.

The writ application is accordingly disposed of. 6.
As the restrictions due to resurgence of COVID-19 situation are continuing, learned counsel for the parties may utilize a printout of the order available in the High Court's website, at par with certified copy, subject to attestation by the concerned advocate, in the manner prescribed vide Court's Notice No.4587, dated 25th March, 2020, modified by Notice No.4798, dated 15th April, 2021, and Court's Office Order circulated vide Memo Nos. 514 and 515 dated 7th January, 2022.
