Heard Mr. A. Patnaik, learned counsel for the petitioner and Mr. P.P. Mohanty, learned Additional Government Advocate. 3.

The petitioner by means of this writ petition challenges Clause-6 of the Memorandum dated 22.07.2017 issued by the Finance Department and also seeks to refund the deducted high royalty amount from his bill as per Odisha Minor Mineral Concession Rules, 2016.

Learned counsel for the petitioner contended that similar matter had come up before this Court in W.P.(C) No. 19468 of 2018 and this Court vide order dated 30.01.2019 disposed of the said writ petition giving liberty to the petitioner to make a comprehensive representation and direction was issued to the authority concerned to dispose of the same, in the light of the revised guidelines dated 10.12.2018 issued by the Finance Department, Government of Odisha. According to learned counsel for the petitioner, this writ petition may be disposed of in terms of the said order, to which learned Additional Government Advocate has no objection. 5.

In view of the above, this writ petition is disposed of in terms of the

observation/direction given in W.P.(C) No. 19468 of 2018 disposed of on 30.01.2019. The petitioner is at liberty to make a comprehensive representation before the appropriate authority within four weeks from today ventilating his grievance and if such a representation is filed, the authority will consider and dispose of the same, in the light of the revised guidelines dated 10.12.2018 issued by the Finance Department, Government of Odisha, as expeditiously as possible, preferably within a period of four months from the date of filing of such representation.
