As there is no establishment of service of copy of the representation at page 20 of the brief on the Collector, Gajapati, this Court is not inclined to entertain the Writ Petition. However, considering the request made by the learned counsel for Petitioner, this Court permits the Petitioner to withdraw this Writ Petition with liberty to file a fresh representation before the Collector, Gajapati. Petitioner through his Counsel undertakes to submit such representation along with a copy of this order before the Collector, Gajapati within a period of seven days hence. 2.

In the event the Petitioner does so within the time stipulated hereinabove, the Collector, Gajapati shall do well in considering the grievance of the Petitioner and taking a lawful decision on the same by completing the entire exercise within a period of three months thereafter.
