Mr. Behera, learned advocate appears on behalf of petitioner and submits, impugned is letter dated 30th April, 2021 by the Collector saying, inter alia, building of All Odisha Orthopedically Handicapped Welfare Association located at Palashpalli, Bhubaneswar has been sealed on 22nd February, 2021 as per rule.

Mr. Pradhan, learned advocate appears on behalf of opposite party no.5 and submits, his client is secretary of the elected committee. Tenure of the committee is to expire on November, 2022. He submits, his client is also aggrieved by impugned order.

Mr. Patnaik, learned advocate, Additional Standing Counsel appears on behalf of State and submits, opposite party no.5 was arrested. There were compelling reasons, for which the building was sealed. He draws attention to letter dated 4th January, 2022 written by the Collector to concerned Joint Secretary to Government, informing of this writ petition praying for opening of the association building. By the letter necessary orders were requested.

Keeping in mind that opposite party no.5 and the committee has tenure till November, 2022 and steps are to be taken by the administration, pending instructions, State through the concerned Joint Secretary to Government, will take a decision regarding opening of All Odisha Orthopedically Handicapped Welfare Association, Palashpalli, Bhubaneswar by 30th September, 2022 and accordingly inform petitioner and opposite party no.5.
