1. The Petitioners' representation (Annexure-4) shall be considered by the Collector, Jajpur-Opposite Party No.3 and after giving the Petitioners and other stake holders a hearing, a reasoned order shall be passed thereon not later than 1st December, 2022. A copy of the said order be made available to the parties within a week thereafter. The Court clarifies that it has not expressed any view on merits. It would be open to the Petitioners to request to the Collector to issue any interim direction.

2. The petition is disposed of in the above terms. Issue urgent certified copy of this order as per rules.
