This matter is taken up through hybrid mode.

Mr. S.N. Nayak, learned Additional Standing Counsel appearing for the state contended that Opposite Party No.1 has already got the promotion in the meantime.

Otherwise also it appears, the order impugned has been passed on 14.02.2019 and the Writ Petition has been filed on 06.10.2020 after lapse of one year eight months. Therefore, the Writ Petition suffers from delay and laches.

In that view of the matter, this Court is not inclined to entertain this Writ Petition at this belated stage, as the same suffers from delay and laches, in view of the judgment/order of this Court in the case of State of Odisha v. Surama Manjari Das (W.P.(C) No. 15763 of 2021 dismissed on 16.07.2021). 5.

Accordingly, the Writ Petition merits no consideration and the same is hereby dismissed.
