1. For the reasons stated therein, the delay in filing the writ appeal is condoned.

2. The I.A. is disposed of.

W.A. No.557 of 2019

3. The learned Single Judge has upheld the mutation since it was based on the decree of a Civil Court which had not been appealed against at that stage when the writ petition was disposed of.

4. Mr. Debakanta Mohanty, learned Additional Government Advocate states that subsequently an appeal has been preferred against the said Civil Court's decree by the State.

5. In that view of the matter, it is observed that the mutation carried out would be subject to the outcome of the said appeal.
