Heard learned counsel for the Petitioner as well as the learned Additional Government Advocate.

The present writ application has been filed by the Petitioner with a prayer for a direction to the Opposite Parties to issue letter of appointment to the Petitioner as Attendant (Group B) within a stipulated period of time.

The factual backdrops of the writ application, in brief, is that the present Petitioner applied pursuant to an advertisement for recruitment to the post of Attendant (Group-D) dated 14.12.2016. After following due selection procedure, the Petitioner has been selected for the post which was advertised. The post under Advertisement includes Junior Radiographer, Junior Laboratory
// 2 // Technician, Attendant on contractual basis under C.D.M.O., Ganjam. 6.
It is submitted by the learned counsel for the Petitioner that there are 75 numbers of posts of Attendant are available so far as Ganjam district is concerned. Appointments have not been given for long time due to non-verification of certificates submitted by the Petitioner. Further, the authorities have withheld verification of seven number of left out candidates whose certificates have not been verified. Appointment letters were not issued in favour of the Petitioners. Thus aggrieved by such inaction on the part of the authorities, the present Petitioner has approached this Court by filing the present writ application.

Learned Additional Standing Counsel on the other hand submits that the verification process is on. Once the verification is done by the authority, then the appointment letter will be issued. Therefore, the present writ application is premature. Accordingly, he urges that the writ application is not maintainable and the same should be dismissed.

Considering the submissions advanced by the parties and upon perusal of the records, this Court is of the considered view that the verification of certificates should have been done immediately after select list is prepared. However, the same has been lingering for several years, which is unreasonable on the part of the opposite parties. In such view of the matter, this Court considers that the matter can be resolved by directing the authorities to conclude the verification within a stipulated period of time and accordingly the persons who have been selected can be issued with appointment letter immediately thereafter. In such view of the matter, the present writ application is disposed of at the stage of admission by directing the Collector and District Magistrate, Ganjam to ensure that the
// 3 // verification of certificates are done within four weeks from today. Upon such verification the Opposite Party No.4 shall issue appointment letter pursuant to the advertisement and the select list prepared thereafter within a period of four weeks. 9.
The aforesaid exercise shall be concluded strictly within a period of two moths from the date of production of certified copy of this order.

With the aforesaid observation, the writ application stands disposed of.
