Heard Mr.D.Mohanta, learned counsel for the petitioner, Mr.B.P.Panda, learned counsel representing opposite party Nos. 1 to 3 and Mr.P.K.Parhi, learned Asst. Solicitor General of India for Orissa assisted by Mr.Jateswar Nayak, learned Central Government Counsel.

Mr.Mohanta submits that this is an application filed for withdrawal of the writ petition with liberty to file fresh writ petition if any cause of action survives.

Considering the submissions made the prayer made for withdrawal of the writ petition is allowed with the above liberty. 4.
