1. This is an application for condonation of delay.

2. The extraordinary delay of 458 days in filing the appeal has not been satisfactorily explained.

3. The I.A. is accordingly dismissed. Consequently, the writ appeal is dismissed. It is clarified that the impugned order of the learned Single Judge would not constitute a precedent and would be understood as having been passed in the peculiar facts and circumstances of the case.
