This matter is taken up through hybrid mode.

Since the writ petition has been filed annexing incomplete document under Annexure-3, i.e. judgment of this Court in W.P.(C) Nos. 11667 and 12723 of 2010 disposed of on 25.09.2010, this Court is not inclined to entertain the writ petition.

However, the petitioners are granted liberty to file a fresh writ petition with better particulars.
